Financial Services and the Treasury Bureau
It is a policy objective of Financial Services and the Treasury Bureau ("FSTB") to strengthen Hong Kong's financial services industry. To this end, FTSB has initiated the Insurance Pilot Programme to help promote the insurance industry, enhance the professional competence and knowledge of in-service practitioners and, in particular, train up more talent for middle- and back-offices.
FSTB chairs a Steering Committee to oversee implementation of the Insurance Pilot Programme. A Working Group on the Public Education Programme ("Working Group") and a Vetting Committee on the Financial Incentive Scheme for Professional Training ("Vetting Committee") have also been set up under the Steering Committee.
Steering Committee
To ensure all the initiatives under the Insurance Pilot Programme meet the needs of the industry, a Steering Committee with representatives from the representative body of authorised insurers (i.e. The Hong Kong Federation of Insurers), insurance broker bodies, as well as financial regulator and industry organisations, has been formed to provide input and feedback.

Working Group
The Working Group has been formed with the following responsibilities:
- To advise the implementing agent on the planning and execution of various initiatives under the Public Education Programme in meeting the needs of the insurance sector
- To provide feedback on the initiatives to the implementing agent
The Working Group members are representatives from the representative body of authorised insurers (i.e. The Hong Kong Federation of Insurers), insurance broker bodies, industry organisations, academia and FSTB.

Vetting Committee
The Vetting Committee has been formed with the following responsibilities:
- To approve and prioritise training proposals submitted by the three SROs for the application of Financial Incentive Scheme for Professional Training
- To evaluate the effectiveness of the approved training courses and recommend improvement measures
The Vetting Committee members are representatives from industry organisations and FSTB.
